Drilling down into Layouts...

Add TDashFramework on your TForm, select a layout from the chart:

Controlling your splitter(s)...

By clicking on the space between the regions, you can select design-time settings for the splitter:

Changing the height (in this case) from 100 to 8...

Of course if you want you can click on Region 1, and manually make its height bigger. (Or use your mouse to grab the south edge grabber to drag it larger). You actually have total control of the layouts during design time.
